A Workation rarely fails due to motivation. It fails due to poor WiFi at 9:30 a.m. shortly before the team call. There is a two-hour time difference that turns every morning meeting into an evening appointment. The TUI Workation Index 2025 analyzed 50 cities worldwide based on ten criteria: internet speed, coworking density, rental prices, time zone, security and more. European cities consistently perform better as Far Eastern or South American alternatives - especially because of the proximity to the time zone and the reliable infrastructure. This is a basic requirement for employees who have to function in the German work rhythm every day.

Internet quality & -stability

At least 20-30 Mbit/s upload and download for HD video calls, from 50 Mbit/s for cloud work. The best EU targets reach 90 to 300+ Mbps. Before Booking, ask specifically about the connection type (fiber optic, DSL, LTE).

Time zone relative to Germany

More than an hour of offset is still manageable, two hours creates friction. Portugal & Canary Islands: −1h. Greece & Cyprus: +1h. Mainland Spain, Italy, Croatia and Malta: identical.

Coworking as a backup

A reliable coworking space is the most important protection against WiFi failure and noise. Lisbon: 23 spaces per 100,000 inhabitants, Porto: 20, Brussels even 52.

France, Austria and Belgium are considered high control countries. Portugal, Croatia and Greece have significantly lower inspection volumes. Regardless of this, the requirement for an A1 certificate applies everywhere.

Lisbon & Porto — Europe’s Workation capital

Portugal is to European Workationers what Silicon Valley is to startups. Lisbon ranks first in the world with 71 out of 100 points: 23 coworking spaces per 100,000 inhabitants, an average of 155 Mbit/s, over 300 days of sunshine and a remote community that has grown over the years. Porto even offers faster internet (194 Mbit/s) and rents that are around 25% cheaper.

Barcelona: Best infrastructure, highest costs

Athens, Split & Valletta: Sun with EU law

Athens With a total cost of around €1,095, it is one of the cheapest EU capitals (bunq 2025), pleasant from March to November, time zone +1h. Split has been legally uncomplicated since Croatia introduced the euro in 2023 - half the rent in the low season. Valletta (Malta) scores with English as an everyday language, EU law and a warm climate all year round.

Countries with the same time zone (mainland Spain, Italy, Croatia, Malta), good infrastructure and low A1 control risk. Portugal is the most popular destination despite the one-hour time difference - because of its infrastructure, atmosphere and community.
Yes, absolutely. The A1 certificate is required for any professional activity in another EU country, regardless of the duration - even for a single day. Since January 1, 2025, only the electronic application process has been permitted.
Barcelona: no time difference, faster internet — but more expensive. Lisbon: Cheaper standard of living, largest coworking density in Europe - with a time difference of −1 hour. For daily morning meetings: Barcelona. For Workation atmosphere: Lisbon.
